I was wondering if eBay and PayPal kept track of every IP used for an account? If I opened a stealth account with an Ip I havent used for a few months would they detect it?

Its not worth the risk, i think they have some sort of limit like 3 month, but your better to be safe, and eliminate the chance.

I made 20 accounts with the same ip and within 5 days 17 were banned and i got keep 3 :) i'm pretty sure they have a system that detects multiple accounts with the same ip. But i'm not sure if it's against the rules to have a lot of accounts. My 17 accounts were banned because i used them to watch my listing (basically trying to increase my ranking lol) so i can understand why they got banned.

ebay does a lot to track customers and detect fraud.

If you use the same computer for all your accounts, same browser etc... well, your cache, cookies and other tracking could betray you.

they got a great lenght to link accounts and if one gets busted for fraud, chances are you will lose them all.

They could even be using OS fingerprints to identify your computer.

The ip address is also to a different computer that isn't at my house. So if I deleted the cookies, flash cookies, and history do you think it would be okay?

They keep close tabs on all ips. They have records dating back to 1995 of ip addresses. If you use one that is from a banned account it most likely will be banned for linking. Very few get away with it. The different computer means nothing when it comes to IP. Many get banned for using public ips like the library because some scammer used it and anyone else who does not have a solid older account will get banned most of the time as well.
They keep track of everything and I mean everything.

Yes they do. get ccleaner and always clean your PC after every time you go online.
