It works well in 90% of cases. If you are having trouble getting pages removed using it, consider hiring a specialist for this job.

it does deter unlawful usage of content & it does cause false positives

It works on a large scale. So obviously, there are some false DMCA attempts but overall if you have someone copying your content blatantly then you can get them removed from serps using DMCA Takedown Request and get that content removed from the site in most cases.
 
In general , we can say that it will work well in most cases. Only downside is that some webmaster file false cases also.
