Does building backlinks for a domain without a site increase value?

well you must be pretty lucky to get a domain name valued for 20k. 
I don't think creating only backlinks will change it's value much, better create a website and get some traffic(purchased or organic) on it. Show the traffic reports to the buyers and you may get more than 20k.

Don't know what to use it for though or if someone would buy a major actors name. Only thing I can think of is Fanpage.
What about for the website I was currently talking about, just making a page and a nice logo, and then currently under construction.

Forget going to a valuation site.
Value is what someone is prepared to pay.
If you feel you are genuinely adding value then you will make money. If not you are betting you sell it to some schmuck who has no idea.
