when i start blogging what is a good platform to use and how do i get my blogg seen by people (where can i post it)

If you don't have any experience in setting up website, etc. I'd suggest to go with WordPress or Blogger, both are the best (free) blogging platform today. Just register and you can create your blog(s) and post your articles in minutes. You can even later use your own domain name with them (paid).
 
If you prefer to use a free blogging platform, try the Wordpress, Blogger, Blog Drive or Weebly. They're good for beginners, intermediate and advanced users. You will introduce your blog online by promoting it using some social networking and forum sites or by word of the mouth. You can also talk to people who are internet savvy.
 
I suggest you to use blogger dot com if you are beginner. It is good platform to learn the things and then you can shift to Wordpress.
 
I think that wordpress is a good way to go. Simple enough to use, any beginner will find that out. Best of luck to you on this, hope you reach your goal.

I'd go with Wordpress because if you get into IM or become a serious blogger you'll be using WP, so you might as well start off using a tool the pro's use. There are some big names that use Wordpress: CNN, C/NET, Ben & Jerry.
 
I'd go with the stalls in a mens room if you want to get traffic. They're easy to write on, just get a sharpie.
