no. issue is related to you, your ip /vpn/proxy/browser and cloudflare.
 
Looks like you just have internet problems, you refresh too much and get rate limited.
 
This occurs when you refresh the page too often.

This has nothing to do with the owner targeting you.

Mod dont have any problem with you its just your internet conection or a tehnical problem
Try maybe to search on google the error and maybe you can fix it with the help of google or youtube
If you dont do anything wrong then the admin doesnt have any reason to hate you
