Does anyone know a Pay Per Call Network That allows Black Hat Traffic? The method isn't really that black hat but I would still want to talk to an AM before doing it. Any help would be appreciated!

I highly doubt it. The leads that people get have to pan out for the advertisers, so if you blackhat things, chances are your conversion rate will be too high, and will start to draw red flags everywhere.

Of all the CPA stuff, Pay Per Call seems the most sensitive to this sort of thing. So, in my experience, I really doubt you will find what you are looking for because eventually, they will find out.

Well I don't really think the method is that black hat and the people that I send will be interested in the service they are providing.

Because you wavered in your first post as to the kind of traffic that it actually is or the method you would use, I just replied as though that is the way you want to go. The bottom line is, keep your conversions within a reasonable amount, and you should be ok. Anything outside the "norm" will be flagged.
