Not exactly, sites like eBay were penalized in Google for the low quality contents created by users (auctions with small and copied texts.

All this can be expected, and if you are operating in accordance with certain criteria, the penalties are avoided easily.
Following your reasoning after each update there should be mixed in the SERP and is not so, the changes are there but they are not random.

Spam sites are penalized and quality sites are rewarded. Google certainly very often makes mistakes in judging the sites but algorithm can recognize sites with real quality.

Yes yes, you meant that no one can be sure 100% of every aspect of Google (and it's true) but you can get a good percentage of security if you follow the guidelines of good sense :p
 
Keyword diversification is very important to make the links looks natural always. It reduce the chance of being penalizes for too much off page SEO.

Agreed. Build more links with generic anchor texts such as click here, know more, check us out etc.
 
In many cases it's best to use naked url as anchor while using keyword phrases nearby (using common sense in placing).
 
What is the safest way to diversify your anchor text?

Is there some rough %. Or ratio to look up as a guideline so the G Penguin wont penalise my site.

Even if it will not rank, it will still help you to keep your ranks long term if you have natural looking anchor text profile in your back links. So in that manner generic links are having their own worth value to consider.

I personally prefer:
5 % - main keyword
5-15% - LSI
and rest all Generic only.
