I’ve noticed that the same ad setup can perform very differently depending on the account. Verified info, stable billing, and a clean compliance history often lead to lower CPMs and smoother delivery. It seems like account “trust” is becoming just as important as creatives or targeting.

For accounts that have "trust" there will be less errors that affect the campaign and from there the campaign will bring better results.
But in my opinion creativity and targeting are still important factors that bring results to advertising.
