Yes, I have used it and its mostly used for event blogging.Both premium and free versions are stable.Shifting of hosting is pretty easy to shift if you ever want to.

For some sites yes and for some not, most hosting providers nowdays even offer a cloudflare integration inside their control panel

Yes. Cloudflare save 70% of my website bandwith. If not cloudflare, I have to pay more for the bandwith
