Typically, i consider past work an asset rather than material which automatically requires a refresh simply bcz of its age. In cases where the question remains relevant, but the page has been receiving fewer impressions or clicks, I will refresh the content to better serve what searchers needs today. In some cases, the best way to refresh the existing page is to merge it into another page.

I do both, but updating old content usually gives faster wins if the page already has some rankings. Refreshing outdated information, improving content quality, and strengthening internal links can boost performance. New content is still essential for expanding topical authority and targeting new keywords.

I try to do both. Old content can bring back traffic, while new content helps the site grow.
