Do you need to keep building backlinks even when you reached #1?

Absolutely. Getting there is only half the battle; then you need to maintain your rank. While you can start targeting even more keywords after you get to #1, what good was all that effort you put into linkbuilding if you just stop and allow a competitor to potentially take your spot?
It also doesn't look very natural to Google if all the sudden you stop linkbuilding right after you hit #1 lol.

Just to suggest a contrary strategy, if you plan to just keep the keyword in the top 3 on page 1, and have dozens or hundreds of sites, it becomes impractical to manually keep building backlinks. If you use automated or viral systems for getting each MNS new (but decent) links, the creation of the sites could be mostly done on a set it up and forget it basis.
