The scenario is the same for all tiered links non-indexed Tier 1 links are as ineffective as non-indexed Tier 2 and Tier 3 links.

Yes it's the same here. If you don't index tier 2 backlinks you don't get to see a good result.

Indexing tier2 backlinks can boost their effectiveness by passing more link juice to tier1. It’s worth experimenting to see what works best for your specific strategy

sorry for hijacking this thread, i'd like to know what are tier 2 links exactly?
Indexed tier 2 backlinks pass authority to your main backlinks. It will pass link juice to your tier 1 links, improving their effectiveness and boosting your site's rankings. Without indexing, their impact is minimal.
