yes it is, anyone can make a website now with Wix etc.
The trick is selling paid ads and SEO along with your web design.

Offer the web design for free, and then charge for hosting, SEO content, and paid advertising as well as social media etc....

Specialize. There are lots of platforms around that companies use that are rarer. Wordpress is not the only option, my company uses a weird CMS that I had never heard of before joining. We have problems finding designers for it. You could enter that kind of market.

No, it's not. There are still many people who need web design/web development services. If you know how to acquire clients, you will be fine.
 
there is always chance maybe a lot of people with little knowledge trying to get some money still not all of them succeed but is just people trying but not get too much lucky.
 
I don't think it's saturated, what I do think is that there are many people offering services at a very low cost without high quality.

I think that if you offer a quality product, and you find the right visibility, your work will be recognized.

The customer pays for a high quality service, it's up to you to do it or not.
