do you constantly work on link building even if your site is #1 position?

It’s good to keep posting content once you’ve ranked with occasional link building. You’ve still got competitors trying to out rank you so you need to do the necessary work to stay on top.

If your speaking in terms of SEO you want to keep in mind the changes in the algorithm that goes into place when it comes to Google. You want to make sure you are producing authentic content, exhibit conscious keyword optimization and update your blog/ site often. I would say update your site 2-3 times a week to keep everything " fresh". You want Google to index your pages and it very much depends on the general makeup of your site.
Example: I have a news site and I printed a story 2 years ago. The individuals outlined in this piece are being featured due to developing issues with the case. I would suggest posting an update to the previous article or creating a new one linking back to the previous article.
Never leave yourself stagnant. You can keep the top position but just because your there, doesn't mean Google wont kick you back a few pages when something new comes up.

You dont need to constantly build links when you achieve number 1 position.
Just write down the number of backlinks by getting the data from google webmaster console and then whenever you lose the first position try to match the same number of backlinks as before.

i personally don't touch a page that is ranking #1 for my target keyword
but i monitor it every day in rank tracking and search console
and if i see a dip in either then il jump back on it

The most important aspect is to keep your site updated when you are ranking #1. New content, refresh current content as well. It is also good to look over the back link profile.

That's surprising. So how often do you usually see a dip that requires you to jump in? I typically constantly link build regardless of position.

It's good to inject new Links to your Sites even its on number 1.
Because if you don't do efforts in maintaining the #1 position I assure you someone else would.

usually il look at search console ranking averages as a barometer
but generally if i hit #1 for a core keyword, and its a page with a lot of content and some links built, then it usually doesnt drop off
more often ill see pages ranking #3 fall to bottom of page 1 at which point ill go in and re-up content/social shares etc

I am not a "guru" guy on this forum.
But mostly I do not. Plus, I rarely target keywords where 1st place is "make it or break it". I focus on hundreds and thousands of smaller keywords where you simply do not care if a bigger keyword is 1st or 3rd.
