If you're looking for actual white hat services then I would recommend you to take a consultation first before wasting your money & time also. If the consultation looks good then you should definitely move forward with that person who can really help you!

They do work when you don't buy crap but I can't recommend anyone, I don't know if I'm allowed to do that.

I'm sure most are fine, however I don't buy links from people, I use my own.
Article quality is what will matters most. Anything other then a blog is just for authoritative diversification and not as important for keyword ranking.
Get some samples and see what you like best for the price. See if they offer free analysis and service recommendations.
See how prompt they are with responses and how professional they are.
Find out if they are helpful in your seo journey and go above and beyond, or if they are just going to be transactional and churn and burn your transaction.
If your seller is lazy or isnt helpful I wouldnt expect their services to be very effective.

From what i have seen the main issue with seo is that buyers dont understand what they need to do to beat their competitors and so buy inappropriate services.
If you dont understand what your competitor is doing and dont have an appropriate budget to beat them, you will fail, same as any business.

Packages do work well , if your site has less quality links then these packages really work in pushing up DR and DA , that's why these packages are sold you good .

Some trash backlinks are fine for diversifying and increasing authory. Getting any type of bookmarking, profiles creation, directories, forum spam, etc is good for your authority. That should be the point of the seo packages is to increase referring domains. Quality is not as important.

Packages are not really worth it as those links you can build yourself and will have full control over the content.
Buying links individually is a totally different story.
The problem is that there are so many resellers from fiverr here... unbelievable. but... NOT all.
