what would be good now is a tool that can scrape only Unique articles that are indexed in google and scrape from these deindexed sites and relist on other sites (of course changing a bit of the content around to suit your needs)

If they are deindexed that is good. You can use their content and Google will see it as unique. I've done this with my own sites that have expired and have reused the content on others successfully.
