Can i ask if this is applicable to ranking a local site? Do you use all the above ranking a local site too? Or what other strategies you will use in ranking a local site?
Because my niche is highly competitive and also 1 of my competitors rank solely using PBN. What should you think i should build after having finishing on-site and building local citations?

There are similarities between ranking global and local. But there are also a lot of differences. Local sites need REPUTATIONS. Moreso than global cause the searches are low and you need to convert as much traffic as possible.
I wrote about my YT arbitrage method in your thread. It takes work but is a cheap, long lasting way to drive leads.
The most important thing with local sites is:
1) Big site, tons of silo'd geo-content with lots of internal linking.
2) Reviews. I don't care what anyone says. The ROI we get on reviews is exponentially higher than anything else we've ever done. When you have 3xs more reviews than your top competitor, you rank in G local, you stick out like a sore thumb, your traffic converts like gangbusters. Like 80% of the leads we get are people saying, "I had to call cause of your reviews". Or they leave messages like, "Hello my name is Mary, I read all your reviews and have decided not to use anyone else so please call me asap, thank you". I can't even count how many times we've been busy and have told clients, "we can't get anyone out to your home till next week". And they say, "that's fine, we will wait". When our business didn't have that reputation, people would NOT wait. They'd call competitors immediately. Conversions sucked. The quality of the traffic sucked. So focus on reviews (there are tons of ways to get them).
3) Citations. You said you were aiming for 60? In a highly competitive local niche? Aim for 300+ done over the course of 4 months. There are services that will manually do them for you for $150.
4) Something else that was said in your thread. Order PBN links for your top 10-15 citation sites. This will feed lots of link juice through those citations safely to your site.
5) Save private PBN links, web2.0, etc for your money site.
6) Content generation. This is 1 of the most important things to learn. For each local site I spin a minimum of 1, manual, deep, 25-30 page spintax. That gives me about 1000, 99% unique articles to start with. On one of my sites I did 3 spintax's like this over the course of 3 years. About half of all my geotargeted pages are spun but you'd have no idea if you read them. On top of that there is an auto-spinning technique that I love. I took me days to learn just playing with the TheBestSpinner. But find any article in your niche that's roughly 600-800 words.
Open the article in TBS.
Go to "auto select synonyms".
Check off "best quality cloud thesaurus", this will pick only words and phrases that make sense.
Then check off "rewrite sentences (English only), then do only 3 max synonyms and choose "every other word/phases".
Finally, click "auto select inside spun text". Then hit the "auto select" button.
TBS will spin the article 1 time so its
highly readable. It will pick out all the best words, reorganize sentences, flip them around, you'll be surprised how well they read.
After this, go up top and click "remove original word". This removes the original seed words from the article (that the author wrote). The only problem now is you need to increase the uniqueness %.
So I do a 2nd auto-select using different options.
I click OFF the cloud thesaurus.
I click OFF rewrite sentences.
I click OFF auto select inside spun text.
Then I set to spin every word/phrase and set the number to 3-5 (sometimes if I spin 5 the articles come out too unreadable, I undo, then choose 4 or 3).
TBS will spin the article a 2nd time. This time the uniqueness will shoot up from 50-75% to 90+%. What I do is generate and compare 50-80 articles. Then I'll use a variety of different strategies.
1) Quickly skim all the articles and when I see things that don't make sense, I delete the entire sentence. I'll do this if I'm just trying to populate back pages.
2) Use "Dragon Naturally Speaking" to highlight sentences and just transcribe my voice text over them. I'll use this for more popular pages.
3) Sometimes for my most exposed pages I won't spin twice. I'll just spin the first time so I know the articles read well, then I'll do a lot of "copy and paste" spinning to quickly increase the uniqueness. I find all the most popular words like, "can, will, a lot, etc" and quickly replace them all. Then I may go in for 30 mins tab'n and spinning the article a bit deeper.
What I like about this is you quickly get 50-80 unique "foundations" to work with. And they are mostly finished. They just need some quick edits and proofreading (if you skip #3). If you don't skip #3 they're ready to go live immediately.
In 2 hours I will have all 50-80 of those articles edited and reading perfectly. All highly unique, all pass copyscape, each article looks great. So I'll upload them to my network of web2.0 and PBN sites.
Then when I need more content I just repeat over and over and over. There are some people who hate the idea of using "autospun" content on your tier 1. But the same way most people don't learn all of Scrapebox's hidden features, people don't learn how to use TBS properly. If you just sit down and practice spinning articles for a full day, tweaking all sorts of options you'll be amazed what that software can do.
7) Anchor text. Focus on your branded anchor text, naked urls, lsi's, and lots of geo-targeted anchor text. Even in highly competitive local niches I see so many sites #1 not linking their inner pages so link your inner pages as well.
8) Like I said in the post in your thread. Don't build links just for SEO. Build links for traffic. Build REAL FUNNELS. Like the youtube videos. Till this day I have geo-targeted videos I did 3 years ago, that rank above the local pack. I'm the only one on page 1 with a huge thumbnail. People see our reviews in the local pack sometimes before clicking our videos, then they click our videos and realize, "wtf, the same business?" and they call. Blog commenting I only ever do if I know a page has a potential to drive targeted traffic, which isn't very often. Finding local, state or region based forums is another great way to get traffic. Our state has a huge forum I post on a lot and we get a good deal of traffic from that 1 forum. Posting in targeted FB groups is also a good way to get exposure. Finding the FB pages of local radio stations. Classified posting I like too. I have 10 different CL accounts, just login to my vps, proxies, then renew the ads.
9) Paid directory links. Like the BBB. Sponsoring schools and nonprofits for links. I know business owners ranking #1 in competitive local niches where more than half of all their links are from the BBB. Then the rest are from other paid directory sites. They have no web2.0, no PBNs, no blog comments or any of that shit. SEO's love PBNs and web2.0. Successful business owners might use them, but they have no problem dropping $600-$1000 for 1 link.
One final note. Not to brag but last month was our most profitable month of 3+ years in business. We grossed $60k. And we're not even ranking #1 for most our keywords. The reason we did so well is >>>TONS OF REVIEWS, MODERATE rankings in G local (#3-7), LOTS of geo-targeted pages, LOTS of geo-targeted YT videos (they catch attention) and an AWESOME SITE.
Not a "fancy" site. Not a "pretty" site. We go out of our way NOT to look corporate. We want to look like an intimate, small, but SMART business. So when people land on our site and see all our other reviews, all our social proof from press releases, CBS, NBC, ABC, etc, see our videos, see how well written our primary pages are (better than any of our competitors) they call. Even if our competitors are above us in the SERPS we know it doesn't matter. It's too easy to ignore our competitors and almost impossible to ignore our reputation.
