Do long tail KW"s include shorter KW"s?

Title but I'll repeat:

Do long tail keywords also include shorter key words?
Okay, easiest way to illustrate my question is this:

Let's say my long tail keyword is "fastest ways to make the best chocolate chip cookies"

Which is really long,

would "best chocolate chip cookies"

be included in "fastest ... cookies" as in it is all one keyword, or would it be able to be both?

SO if I searched for "best chocolate chip cookies"
would that long tail keyword also pick up the search?

What about keywords separated by conjunctions or phrasing within a sentence, example

"best chocolate chip cookie review"

We showcase the best chocolate chip cookie and it's review.

Does that still count?

Yes they include and what you have mentioned is a combination of multiple longtails.

So would it make sense to include these three keywords in a page and use them as if they were unique........ This is hard for me to word into a question. I don't want to over optimize right, so would I count those all as "one" keyword and use it as such? Meaning if I want to keep the keyword ratio to 1% in a 1k text only use either of those three no more than ten times. Or just avoid using ONE of the three more than ten, counting up to a total of 30 times I used the keywords.

"fastest ways to make the best chocolate chip cookies"
"best chocolate chip cookies"
"chocolate chip cookies review"

hope that makes sense and I'm not appearing to overthink it.
