Do likes and comments factor in to the 6000 action limit per month?

From reading topics on here, I have learned that you can follow/unfollow a total of around 6000 per month before it gets risky. Are likes and comments included in this action limit?

I have found that liking a profiles photo and following them makes them more likely to follow back than just following.

The daily limit is a total of 500 actions per day out of which you can change it depending on your account age,activity,previous history all together.
