Hello friends, please suggest.

When I say comments/reviews, I do not mean when you go to a blog or website and leave a comment and make a backlink to your website. I mean the comments/reviews people leave on your website. Comments on your website have always been important because Google translates this as a user experience. You visit dozens of websites today, but you probably will not leave a comment on any of them, you have to be provoked (positive or negative) to leave a comment, and as many the comments your site has, Google considers it a better user experience. If people on your website leave comments like: keep it going, good work, you rock ... Google considers it a spam.
Does Google gives more value to longer comments? especially if people start conversation. So in order to improve your ranking, you have to provoke people positively or negatively to start a conversation in your comments.

To conclude: are comments/reviews decisive factor for the ranking or are they important factor?

Yes Mate. Comments in your website will do good as that would reflect engagement of the user. So encourage by replying and answering your website comments.

Is there anyway to have negative ones removed, tried searching and if seems very difficult to achieve.

"Yes" Google Reviews and comments will affect the ranking..
Positive and Negative Reviews will affects the ranking..

Negative comments on the domain? Or like negative yelp reviews and google business reviews?

I wouldn't imagine off site negatives hurt you in terms of Serps, just hurt your local functionality.

Some attorneys with 1 star have their one star business listing appear ahead of 5 star firms.

This may be different if you do not have a physical location.

Onsite comments most likely sway authority as well.

Yes google comments and review have affect in your ranking.
Reviews and comments are also one of the factor for ranking.

Yes comments affect your ranking, There was a time when disqus comment plugin was famous for ranking. Every other website in Movie niche was using it to get ranked. I used it too and it gave me positive results.

Of course, it will affect your rankings by up (when you get good reviews) - if you get negative reviews then the rankings will fall down.
Google likes - When a comment gets replied and responded.

What do you mean? If those comments are on your website you have full control over them.
