So I have been doing some tests with buying likes or impressions/reach.
I have tried 3 times where I will post, buy some likes and then see the type of engagement I get. For reference the account has 1000~ followers.
Test 1
Buy 1000 likes over 12 hours
Reach: 6000 | 5300~ from hashtags
Likes: ~1500
Comments: 60~
Test 2
Buy 200 likes over 1 hour
Reach: 5500 | 4700~ from hashtags
Likes: 600~
Comments: 50~
Test 3
Buy 100 likes over 1 hour
Reach: 3900~ | 4000~ from hashtags
Likes: 411~
Comments: 60~
Test 4
Buy 0 likes
Reach: 1200~ | 700~ from hashtags
Likes: 200~
Comments: 30~

From my tests, my current guess would be:
I believe fake likes don't carry too much weight since they all have low "trust scores". But for a smaller account, maybe even the small weight of fake likes is strong enough to push the content into top of small/medium hashtags for improved reach?
Each of those 3 tests with fake likes reached top post in around 1/2 the hashtags I used, and gained 20-40~ new followers each.

- Velocity of initial likes after posting is most important (we can see that 1000 likes over 12 hours did not perform much better than 200 over 1 hour. (Subtract the fake likes and it's around the same).
- More comments on posts with fake likes (from actual followers) - so this tells me that fake likes "helps" instagram show your post to your followers
