No, it's not true... I post an article, 500 words on forbes, it will rank, I post a super duper article on my site, nobody knows of... forbes article will rank, my super duper article won't.
It's all about the authority, trustworthiness, and well... links.

Not really. Content's role is more pivotal than ever but backlinks are nevertheless important. Quality and relevance have become the parameters on which quantity is no longer considered. Google continues to rely on outside signals to give a page its trustworthiness but it will not find very good links supporting very poor content.

I don’t think content replaced backlinks, it just raised the bar. Good content is required now just to compete, but links still decide who wins when multiple pages are similar. In practice, content gets you in the game, backlinks still push you to the top.
