If you are making backlinks solely to your single article, yes it will impact that particular article.
Or if you are making backlinks to your domain, it will transfer the link juice to other pages too.
But it would be best if you didn't make many backlinks to a single page, it's better to spread your links throughout your website.

Yes to both. Backlinks that go to specific pages would mostly impact that exact page but it would also affect your entire domain but not as much as much as when those links are sent to the homepage.
The best approach is to send some to your homepage and the rest to internal pages/posts.

Backlinks will increase ranking of both domain and article as your article is part of domain. Backlinks help overall.

If you do backlinks on a single page you must rank on this target page. When you you do Internal link from this page, link juicy pass to other page also. But this is not proper seo practice. You need to do somr backlinks on homepage also. It's gives you to all of your page to get lunk juicy and get better ranking progress.

Target the homepage , therefore get some links onto blog , but blog rankings depends on the article and keywords correctly targeted .

Adding links to the specific page won't help much. It just helps to improve the rankings of the specific page. So send links to other pages and homepage of the domain always. If you want any specific page on top, you can give more importance by adding more links to it.

Yes, it will impact on your article and the traffic will be generated to the exact page and the ranking will go up. Your PA will get increased. but if you make backlinks targeted to all your article then this will entirely impact your DA and rank that higher.
