Also, if I were going to offer citation listing ONLY as a service, do any of you recommend getting payment upfront as well, or upon delivery of the report?

Upfront payment is always nice but some people won't do that if they have no experience with your service. Sometimes people do split payments (50% upfront - 50% upon completion.)

Upfront payment is better of course. Just make your clients confident in you and your service, before they dive into working with you.
