Summary of Dispute: Upon purchase of "LightningRoxies" services it has come to my attention that the product they provide is actually banned on some of the subdomains of the site that I needed their proxies for, (Other Datacenter proxies work perfectly fine), upon requesting a refund through their live chat (less than an hour after the purchase) and making the compromise of only asking them to refund a % of the money so they would not face any loses on BTC transaction fees they completely denied it claiming that they do not offer any refund at all.

Evidence of the Issue: I can provide proof that their proxies did not work for the site I wanted them but I would like the mods to keep the site and anything related to it private.

What you hope to gain from this Dispute Resolution: A full refund of the $112.06 sent.

(Optional) Additional Information: Their BHW post does not follow rules "2.3: Refund Policy" as stated in here "https://www.blackhatworld.com/seo/the-black-hat-world-marketplace-rules.1295700/" I was not informed about their "No Refund" policy anywhere in their BHW thread listing (https://www.blackhatworld.com/seo/lightningproxies-net-fast-premium-datacenter-residential-ipv6-isp-proxies.1486642/) let alone having it hidden in their TOS that was not accessible from their register page as shown in this GIF (https://imgur.com/DYNcEoF), photo (https://imgur.com/naC0H6f) and site archive here (https://archive.ph/ove7R). Denying a refund when they clearly have provided a product that is not working for what I need it and trying to hide behind a TOS that doesn't show up anywhere is just a scammy behavior.

If there are any other info that you currently need please let me know, I think I have provided all the requested proof. Thank you.

    I Have already described my issue, LightingRoxies does not state anywhere on their post that they don't provide refunds, their site buttons for "Terms And Conditions" does not work and after delivering a product that is Banned on the site I am trying to scrape, they are denying me a refund.

    Proof that the proxies resulted in a 403 error as they are banned on the site I am trying to scrape.
    Sadly due to the nature of the site I can not provide the full image uncensored anywhere publicly, More than happy to send the proof on a Admins DM.

As stated in my first post, I have already informed you about your BHW post that does not include anything about your "refund policy".
I have already posted that your register page didn't have a link to your T&C page and the screenshots that YOU have provided clearly show that there is no link to the said page as well, just that some text saying "terms & conditions apply".

Three days after my first request of refund and after messaging you in BHW informing you of my intention of opening a dispute for the last time, you started quoting SECTION 20, at that time I created a cache of your T&C that can be viewed here https://archive.ph/AQZ85 and someone can inspect your refund policy at that time.
Today after the dispute actually going live and being tagged from an admin, you have provided yet again a different version of your T&C (for archival reason the latest T&C can be found here https://archive.ph/JqjTy )
Also I would like to point out that informing you about my intentions of opening a dispute is not a threat but instead what the BHW forum rules say, you need to be informed 48 hours beforehand and you did.
I Will accept some partial blame for this ongoing issue, it was a stupid mistake from my side trusting you and purchasing a whole month and thats why I started with the fact that I can pay the fees from your side for the refund transcation, but at the same time I will not accept that I was never presented with your "No refund T&C", and that one month ago there was nothing about refunding in your T&C page, three days after requesting a refund through your live chat you presented me with a very vague "No Refunds T&C" and today almost two weeks after our last contact you are presenting once again a different refunding T&C page.

As for the problem with TOS button from register page, we are sorry and it has been fixed immediately.
If you were really concerned about our TOS, you couldve asked us on Live chat such as you did with your refund request, but you didnt.
We wouldve answered to your question about our TOS or about the issue with the button immediately, such as we did to you refund request in less than 30 Mins.

We've delivered the service that was advertised and no issues has been found on our side to make you eligible for a refund, we arent responsable for third parties limiting datacenter proxies and its ur responsability to ask for a trial which we offer for FREE as well as pay as you go plans, such Datacenter 1 Day perfect for testing purposes.

We will not continue to debate on this Topic and we will wait for Blackhatworld Moderator decision.

Their front page states "Providing Top-Tier Proxies designed to ensure a high
success rate on any task, be it easy or difficult." as you can see on the photos posted above.

Their Datacenter proxies also state that they provide USA IPs but after my testing all their IPs are located in a single datacenter in Canada, the IP geolocation lookout has happened using ipinfo.io API. I am more than happy to provide you with my logs but I will refrain from posting the IPs publicly in this forum.
After informing them that their Datacenter IPs are located in another country than the one they advertise they replied to me that The IPs are USA and their server is located in Canada (???)
Also I would like to point out that the issue is not Datacenter Ips vs Residential Ips for my use case, I have tried 3 different providers with datacenter IPs and my script had a success rate in comparison to 0% from what I was provided from lightingproxies.

We did not had any prior contact before the purchase of their service, I visited their BHW post and then their site, which has what they advertised to me in their headline with "High success rate on any task" as i state in my previous message.
 
I was advertised a product with high success rate on any task, no asterisks pointing to their constantly changing T&C, no fair use may apply, no list of what works and what doesn't, they advertised in their BHW and website "Any Task" and for my use case their proxies are completely useless.
