Different new Google Ads account creation and approval process

Hello,
I created a new Gmail for Google Ads campaign. And when I went to create an account, I chose a different location. And luckily it got approved. In the future, if I use the payment method of my business location in the ad account and later change the location (i.e. the country in which the payment method is opened) will it remain stable?

NOTE: Can the payment method that was setup in the old account be used in the new Google Ad Manager account? Can Google say anything about this?

Can any expert provide a solution?
 
Mismatched billing country and account location is a flag, Google will eventually catch it especially when payment goes through. Use a payment method that matches whatever country the account is registered under, reusing payment methods across accounts is also a risk for linking.

Basically what I mean is - when I open the account, I select India country and open the account and fortunately it is approved. Basically when I add the payment method, before adding it, if the location selects the location where my payment method is opened and then if I add the payment method, then is there a possibility of a problem in the future? Because Google only cares about getting money, right?

Google does care beyond just getting paid, billing mismatches trigger automated reviews. Keep everything consistent, same country on the account and payment method, mixing them is asking for a suspension down the road.

Basically the account I opened and Google approved me for is actually for practice. Although I had a previous account but it was removed. Do you have any other solution for this?

You should use completely new payment information. With an ad account that has a clean history and consistent payments, you can add other valid payment methods when changing the country.

If you're talking about 2 accounts, nothing will happen. But when you work with 5, 10, or 20 accounts, it will definitely cause problems.
Brother, what do you mean by 2 accounts, i.e., you are talking about the manager account and the MCC account? Please explain it to me, brother. I am waiting.

But I want to create the account first and then add the payment method later. But when I select another country, fortunately, it approves my account. From experience, it’s usually better to keep your account location, billing country, and payment method aligned. Mixing countries later can sometimes trigger extra checks or account reviews. If you’re starting fresh, the safer approach is to set up the new account with the same country as the payment method you plan to use long-term. That tends to keep things more stable.

Thousands of advertisers use AMEX cards, which are not necessarily tied to the location of their campaigns or their accounts. This is NOT important. Simply avoid card BINs that are specifically issued for advertising payments, such as pst(dot)net, and in general focus on farming a consistent behavioral footprint across your account (google, google ads) so that this detail becomes irrelevant.

I have several Gmail accounts. Not an existing Gmail. I want to create a campaign through a new Gmail and create an account without adding any payment method. So that I don't have to create any campaign and add any payment method. For now, this will only be created as a practice proposal. And in the future, payment methods will be added later for business. Can you tell me any process in this regard that helps me create a new ad account successfully?
 
this is normal now. Google can approve account creation in one country and still re-evaluate risk later once billing behavior, business signals, and campaign setup start to diverge. the setup that survives is usually the one with consistent country/payment/business details over time, not just the one that passes day-one approval.

Brother, what I am basically trying to explain to everyone is - Suppose when I go to create a new account for Google Ads, it does not let me create that account, that is, whenever I go to create the account, it asks me to create a campaign and add billing information. But if I immediately select the country next to my country and create the account, then I can create it successfully without adding any billing method and creating a campaign. Now my question is that suppose when I go to do real business, if I go to the settings and remove the country that I selected at the beginning of the campaign, select my country again, add the payment method of my country's business again and run the advertisement, will it be active? Because Google has suspended one of my previous accounts.
