difference between optimizing a title

hi i have been asked a question once but failed to answer.What is the difference between wrting a keyword specific title and optimizing a title?
 
For example: your keyword is computer hardware

Keyword specific title
Buy Computer Hardware, Best Computer Hardware Parts, Top Computer Hardware
Optimized Title
Buy Best Computer Hardware Parts from XYZ at Lowest Price Ever!

This is what is working for me right now. BUT on-page optimization ways are always changing to can't say that this will work forever!

As far as content is concerned, the word "optimization" is normally associated to SEO.
When we talk about "SEO", that involves a "keyword", most often than not.
For me, I don't see a significant difference between "title optimization" and "keyword-based title".
Maybe it's just me but that's how I see it. This explanation is the same explanation I give to my clients every time they order some keyword-based articles.

Yogi's answer makes sense, by the way.
 
There isn't really a difference - They both mean pretty much the same thing: Creating a good title that comprises your specific keywords, in the best order and long enough to include as many as you can within reason.

You must select number of keywords inserted into your title.This is a bit tricky.After this you have to optimized through your post content.This is just branding your title.
 
One other thought is that it is more than possible to de-optimise for a KW in your title:

computer-parts/cheap-computer-parts/best-deal-computer-parts

is probably going to bring the wrath of Google for over optimising
