Hey man, everything you said is correct. Let me get a little bit deeper in this topic.
You are totally correct that YouTube does care not much about external views in terms of ranking, because you don't get impressions and you don't improve your ctr.
You are also correct that you need views that count as an impression and give a nice ctr. Back in the days when nrv were still a thing, it basically worked like the bots were searching for your video on YouTube or clicked on it in the sidebar of suggested videos (I don't think this is what actually happened, they probably just exploited some loophole). And maaaan, you could get any quality video in the algo, you wouldn't believe it.
A lot of people tell you retention is king, but anybody with deep insights knows the order is this:
Ctr is king, followed by retention, followed by watch time (retention and watch time are like an equilibrium, so if the video is short you need a great retention, as the video gets longer the total watch time is worth more). And now we have something most people don't even mention: fucking channel authority. Yes this is a thing, YouTube assigned scores to every channel, based on a lot of factors (I can get deeper on this topic if needed). After this we have engagement. Engagement means likes, comments and likes dislikes ratios and last but not least social signals. Social signals are one of the only things that still have a little impact without any risk of hurting your video or channel.
Now to your questions:
1. I like cyberars (creator of rav views) since he doesn't sell bullshit and is totally honest. But I will be honest too, if you are trying to rank a legit video than rav views are aweful. If you have sound on the videos, they have not a really good retention. But they are real. They may give you some likes, even some follows or maybe comments, since there are actual people watching it. Just imagine you are on a website for streaming movies and then a window pops up with your video, since you didn't ask for it, most people click away, but some might still watch it. RAV views are great for farming watch time, since when the video is without a sound, a lot of people don't realize that there is a pop-up in the background.
2. Like mentioned above, this is the only thing that has atleast a chance to work if done correctly. I bought it also in some cases and when the video had potential it helped a little bit to improve your rankings and snowball things in rare cases. I want to be honest, I don't like this guy, he's very rude and unlikeable, but his services definitely has quality. Is it worth the money? Hard to tell, I didn't buy them anymore, but you might give it a chance. Backlinks and social signals are the only thing that's left for real YouTube growth.
