This incident shows there should be limit of max messages allowed in given time frame. Under normal circumstances, no one needs to send so many PM's together.

If that's the case, that lets the hacker a small window of time to scam people.
If I were the hacker, I would have created a Telegram account + similar username (typosquatting).
