Are there any negative SEO tools in the marketplace that can be used against sites belonging to bosses that didn't pay for work done, wage cheaters and other types of scum?

There are some services advertised on Fiverr.com that say as much but it's bad karma I think. I wouldn't but maybe i'm too nice

Nope. You should have thought of that before you did the work. Next time, put together a contract, and get a deposit upfront.
