I did read somewhere you can have multiple google play developer accounts, but only one per gmail/email address.

i wanted to confirm this is true or not?

By one per email, does it then mean that its ok for the same person to have multiple accounts? As the same person would likely use the same physical address, bank details etc... for the accounts.

The reason for me would me to seperate different classes of apps. So for example one account has entertainment apps only and the other account would be for serious business apps only.

Hi, only one developer console is allowed per person or per mail. You can use user permissions later to manage all apps in one gmail. Gmail details of course should be different otherwise they will keep suspended accounts. You can manage multiple accounts using RDP. Your idea is good to have separate apps in separate accounts.

amazon rdp is enough? they will not suspend since they can know it's a data center?

1 ip and 1 gmail and also 1 card to buy 1 account and maintain them
 
they will suspend your accounts with no reasons if you have multiple accounts running on a same system
