Develop a social sharing website

Hey legends,
I am looking for someone who can develop a website for media sharing (Memes)
I have like 100-150 dollars to spend (I know it is nothing)
I think the code will be PHP (like all the other scripts on the marketplaces)
Users can sign up for an account and start posting, sharing on social media networks, and upvote or down vote post ( I think this is better than likes and dislikes)
