Its happen because the ads had violated th FB policy or the account was restricted some of fb advertising tools. You can go to fb.com/accountquality to check it or trying again with another video contents.

verify your payment method is active and has sufficient funds, with accounts having previous spending i think the problem lies in the fanpage, try replacing it and launch new camps

What product campaigns are you running on that account?
It may be that the campaign is quite account-specific.
