I know that guy plays BF1, call of duty crap and yeah Skyrim for sure.
Personally, even i dont like AMD, i already have a laptop which has AMD and it suck balls.
If it is for gaming, which games does he play.
Look at the specs for the games as a minimum starting point.
Personally, I have been disappointed with a couple of recent builds using AMD and ASUS components so would advise going with an Intel CPU and Nvidia GC

You did not indicate in which country you live, so difficult to give concrete help.
Gaming is a wide spectrum, but looking for a good graphic card is the most important point.
The "packages" often are not really sufficient, simply expesnive.
Better looks for a speedy PC (maybe refurbished), and buy a graphic card separately.
Damn i am seeing so many people favoring AMD over INTEL these days. I definitely need to check it out. I heard AMD's are pretty bad compared to intel.

Currently the FX 8350 is 150$ while the i7 4790k is about 300$. So you might think that the i7 must be 150x times faster or better than the FX 8350. The answer is just simply no, it is not even 2x times faster than the FX 8350. In games or general use both of the CPU's will run pretty much the same (Intel will have slight edge on same games and applications)
The thing is AMD has better value than the Intel, and not to mention that FX8350 can be overclocked on cheaper Motherboards, so overall the FX 8350 + 970 chipset motherboard is on cheaper platform for gaming or content creation.
