it seems to be faulty.i have replaced a few other cards but no change

how many campaign you make?. maybe facebook platform detect its limit

Please add a new payment method
 
Try a new payment method. If the error persists, switch accounts; it may resolve itself, but payments could take time to normalize.
 
leave the full amount with the current threshold, meta algorithm will pay your threshold in advance. after 1-2 days meta will refund you 1 threshold, in total you need to pay 2 thresholds
