This issue on Facebook platform is like a feature.
You can add a new payment method and pay the balance manually (set as default payment method), then turn off the current campaigns and create a new campaign with natural content and images, set a small budget of about $2-5, wait for the new campaign to run and spend a little, then continue to pay the remaining balance with the newly added payment method, then turn on the old campaign again and the payment will be more stable. I tried that method and it worked.
 
This usually happens when Facebook flags the payment method or the account as high-risk, causing early charges regardless of the threshold. If you're seeing frequent small charges, it might be worth testing with a different payment method or setting up a prepaid card with tighter billing controls.
