Dealing with VPNs on Discord Servers

Hey, I have a question. I am an owner of a Discord server and recently we've been having trouble with a certain user that keeps re-joining the server after getting banned. As I understand Discord bans accounts as well as IPs so he probably uses some sort of VPN to disguise himself. We've also put in place the "maximum security" option that requires users to input their phone for verification but that also didn't help. The accounts aren't necessarily fresh, their age varies (I'm assuming he simply buys pre-verified Discord accounts). I'm not sure if this is the right place to ask, but is there any other automated system I can put in place to stop this? VPN detection? Device signature checking?

if vpn runned on server with admis right, dont think you can detect it.
if under user mode - you may detect it. as well as to detect usual http/socks5 proxies like here on this checker shows: https://proxy.incolumitas.com/proxy_detect.html
