Is there a way to edit the comment php file, or the main header template or any file that DOES NOT displate the date/time of blog & blog comment posts on your wordpress site?

edit your theme - index.php, single.php and comments.php - remove <?php the_time('F jS, Y') ?>

It's in your theme - either edit the theme you are using or get one that does not display date/time.
