Damage domain with PPC Cloak

If a domain is used in PPC cloaking is that domain tagged for future use and even ranking issue?

If so, could setting up PPC campaigns on a competitor hurt them by using poor VPN false info ext? I would hope not.

Also, if so is there any way to tell when buying a domain if it has been abused in the past?
