Custom Block Inject In Wordpress - Find Solution

Hello,

I'm trying to find best solution how to inject into wordpress post custom text blocks which will be created in plugin as Custom text blocks. It mean that it will be shortcodes - into these blocks I want to add banners , widgets or codes for affilate banners. These banners will be visible will be divided for each wordpress tag. You can see quick drawing here. For third banner on the bottom it's easier because I know placement - after post/bottom post but other two banners - it's random placement somewhere in the middle of wp post.


I also found this plugin (ad insert) which know to catagorize blocks for tags.



Is anybody who know how to deal with this , please?
