Crucial On site SEO?

What about <head>? Especially when wordpress is not used. How should I take care of that?

best way to learn is first read the PDF file from Big G(as above)

Then read :

http://www.w3.org/TR/REC-html40/struct/global.html#h-7.4.4

Then

Google : "good meta tag description example" and read a couple of the articles that you might like(they all pretty much say the same thing)

Then

Find any half decent site in your niche and view the source to see what your competition are putting in the meta tags!

When you have picked keywords you might want to work with then look in Google keyword tool to work out which keywords have the best search volumes - globally and locally

If your niche is highly competitive then focus on the long tail keywords I.E.

Iphone : 124,000,000 global search in last 30days (highly competitive)

Iphone offers UK : 590 global searches in the last 30 days (could be your gateway)

Hope that helps

Basic tip: Have your keywords in the names of you html files, so instead of aboutus.html you would have about-keyword.html.

Easy method of having keyword in the URL!

Great suggestion.

But the easiest of the easiest is still having kw in the domain.

Content Redesign, using Keyword Reassessment, Code Optimization, Analyzing the Navigational Framework, Constructing and Optimizing WebPages.
All these methods combine to a great SEO strategy and work well together. :)

Using Semantically related words to main keyword you're targeting
aka search with the tilde ~

also take a look at the wonder wheel
and semantic words from google adwords keyword tool - include some of these words in on page content

Bold semantically related words that you found using tilde ~

Write naturally however - don't be mechanical with these recommendations.

Thoughts ?

I second blackrat. G's keyword tool is a lot better to use than the wonderwheel for a lot of terms.
