Make a nice website and start promoting. Referrals are good ways to get them
Inorder to start a SEO company, I would highly recommend you to do create a portfolio first (Create and rank your own sites) which would attract alo to people.
There are 1000s of so called SEO guru but only few them know what they are doing. Only few of them have portfolios which is very important.

2 of my team members already have an experience in SEO and we do have a prospect client that runs an insurance company. and also that that insurance company want to create a SEO department. so we're going to bargain if we can make that SEO department.
