No, you can buy whatever you want from Marketplace, and also post what you need in Want To Buy.

You need VIP for selling in marketplace, and responding to "Hire a freelancer" requests. If you want to buy then first look at the marketplace and if you don't find exactly what you need then you post in "hire a freelancer" section. Guidelines are available for both the sections for buyers as well so you should review those too.
