Create new Instagram or try and revive existing page

Hey guys in need of some advice, I created my personal IG page when Instagram first came out it has 28k followers but a lot of ghosts and fakes on it so my engagement. I have managed to improve it but it seems to fluctuate and isn't as high as it should be. I'm looking at paying for a list of my ghost followers to block them but I haven't actually seen any results from people doing this, has anyones engagement gone up after blocking ghost followers?

Option 2 is starting a fresh account with F/UF. I think this would be hard starting from scratch but my goal is to have a good influencer page which will help me get work in the industry's I'm in. What are your thoughts?

Yeah you have to basically be honest with yourself and say is this 28k account ACTUALLY 28k or is it more like 1k? The engagement will help govern your decision.
