after max create by phone or browse, turn of air mode 20+ times but seem insta still detect me , I change window but still not work, only fill phone number and pass easy, hard time to creat insta when I start use insta

I've tried everthing you've said but it will work 4-5 times only then get banned by you IP . But when i tried to create IG with VPN and old Email accounts(1 year old at least) it give's me no headace it works though.You can create 1-2 accounts per IP. it's hassle to create.

and how to change 4g , my IP stuck in a.b.c.123.... a.b.c .125..... mean first a.b.c can't change airplane mode only can do that

That's fine, IP is spli into 4 partsr and usually only last 2 changes. If you can get only last pattern different you've still nearly 250 ip's available

Try using an incognito mode of your browser to see if it works because I saw a few guys recommending it to create IG accounts.
+
Disable WIFI, restart Phone + enable 3g/4g/datamobile and try

already did it, but not work anyway, I think insta detect IP from a.b.c then block register for me
