It should be that is a "Payable Action" and you should get credit for it. Not 100% sure as I don't use Krak Revenue. But if the CPA offer requires just an opt-in to get paid I imagine that is what it means

Not all of the single page signups are really a single page sign up. There is often a credit card verification for the user to do as the payable action.
