CPM: Just want to make sure I'm thinking this through properly

I'm new. Clearly. Hence why I'm asking a possibly stupid question:

I'm signed up with someone who gives ~$3.50 CPM for US hits.
Deploytraffic offers US targeted hits -- 10000/$20

[$3.50/1000] - [$20/10000] =$1.50 profit.

free cc domains. Line them up on shared hosting. Fire. Repeat.

That's WAY TOO easy though. What am I missing? Will I get rocked by some tos thing by the CPM site?

Additionally, since I've never implemented CPM before -- It pays per-ad, right? So two ads on the same page = $7 CPM net for the siteview?

From the reviews I have seen it seems like the company wont register the hits. So deploytraffic will say they sent 10,000 hits, but actually the CPM site only registers 500 hits. Its junk traffic, no good for this type of thing.
 
Even if this traffic shows up it will be short lived. You're displaying ads to bogus traffic. The network will figure it out and the advertiser will figure it out. And then you won't get paid because it's in violation of their terms and conditions. Now you've lost money on all that traffic you paid for.
