I dont think so. If we look further, these networks cant be that famous if they were what you mentioned.
Sometimes publishers dont get paid because they do sneaky things such as sending bot/proxy/iframed/etc. traffic.
Of course these wont be get paid.

They aren't famous, I didn't do sneaky things, I do ad operations for living and I have some understanding of what can be done and what can't, still was scammed. No need to generalize, I didn't say they scam everyone, but it seems they scam most of their publishers, just browse the forum. To add, they contacted one of the members on the forum and offered him to make a fake case study on BHW...if they were that good, why would they go for it?

I believe all the accounts that suggest those networks are their accounts

That sucks. You must have a good cpm minimum 3-4 bucks for US traffic. Are these organic or you just buy from somewhere and redirecting ?
Please try pop unders, not banners or native or etc. If thats app or mobile traffic, try facebook audience network ?

I would like to stay away from popunders so I don't lose users, if I don't find an alternative , I will have to use them.

Tried popcash popunder, the cpm is good , but the frequency cap cannot be changed. It is 1/24hours/IP , which means , pageviews doesn't matter.

ECMP from your screenshot in first post (with breakdown by countries) is Ok for adult traffic from tube sites.
But not for mainstream.

Btw, I think you can just keep using adsense, just archive your old ads unit and build a new one instead, then maybe install some click bombing detection plugin to prevent the fake clicks/attack ? Or you mean your domain is banned?

Here is the message , I seriously have no idea why I got it , my ctr for the last 3 months is 0.7% for 63.5m impression , it's pretty low for it to have invalid traffic included.

I heard people say archive your old ad units, then adjust your website a bit to improve the overall quality, then create new ad units again, it will remove the limit, imho, this is not a big issue, but since I am a noob on adsense too, what do I know!

Usually, Adsense doing that when detect high percent of bots.
Doesn't matter what CTR you have.
If there is a lot of bots they block account.

Tried it after you mentioned it and it didn't work sadly.

I never used a bot or any traffic source , only social media and organic traffic, I suspected that someone used bots on my website to take it down.

63.5 million impression can get you some good money if you use the right CPM network. Never try something like Popcash or Adsterra. Had a bad experience with Popcash. For Adsterra , they are snakes. Would love to see your experience with Hooliganmedia.

This could be the reason
You need to add a tool on your page, that will show you the percentage of bots on your traffic.
Usually those tools can breakdown traffic by source, so you will be able to find bad source.

I will look it up , I believe using cloudflare would help filtering the bots as well
