To start i never used cpabuild and will never use them but how u know if the dude u talking with actually completed the pin submit
If such post against BHW, then delete this. Where we complain such things? It is a pin submit offer.

Ok but I got click. And in ogads I get the leads almost instantly. I tried CPABUILD because I find a good pin submit offer for Romania $7.

Why don't you contact their support? They are kind people and open for discussion. Maybe it's on your end and you're not recognized as "regular user" for completing offer lol. Call your friend tell him to do it (if he's from Romania) and see results.

Either the advertiser rejected your lead or fraud detection caught you.

All of them are shaving. All! I had this situation so many times: People were commenting they finished the PIN submit offer and I didn'r receive any lead. Then I tried it by myself, finished the offer, no lead. Also not in the following days. Normally it only takes a few minutes until you receive the lead.
All networks are doing this stuff. I have been with Adworkmedia, Cpagrip and Cpalead.

There are many complains about them recently that they shave. And I also suspect this. And also for CPAGrip too.
CPA offers simply do not convert today like before few years. Maybe all of these admins are in some kind of deal to shave together.
There is no any good content locker CPA network nowadays with leads which converts normally. Everything is so reduced and CR is so low.
Don't tell me there is OGAds. They're CPI mainly and they're good for mobile CPI offers. I am talking about email submits/ PIN submits CPA networks with content locker system for desktop users. Tell me one which is great these days?
