Need to login to Youtube with IP from desired target country to target it? Seems like an unnecessary step, Youtube is international to begin with, can you develop on that?

Why to not login using some VPN? It's very low cost to make sure. Nobody knows if youtube is not checking geo IP and probably we never know.
If we want to make money, best to invest $1-$5 monthly in some VPN and target IP to desired country.

Shouldn't IP/VPN matter on account creation rather than login? This seems more logical.

It is a very stupid idea to pay 800$ for a 260k Subs Account when you want to promote something like this. You'll ultimately will get the account banned and i doubt you will make your money back in time unless the account has a crazy high reach, which judging by the price i highly doubt.

For such thing, the best are account with 1k-5k subs, 500k-1mln views

It can work, but it's usually a better option for those that have more experience or that can invest more money into it. So, for you, the better option would be to try to find CPA offers somewhere else, as YouTube doesn't have enough traffic to cover your expenses.
